I need to be more precise. What I am specifically looking at is the actual time of the refresh
compared to the scheduled time.
Recently, I had a refresh take place 17 minutes past the set time.
I have read (but it was over two year old posting) that it can be up to one and half hours after the scheduled time. I did not find anything recently concerning this.
Do you have any metrics on this or know of a Microsoft SLA?

You can select the frequency, time & timezone of schedule refresh.
As mentioned in the article as well;
The Power BI service targets initiating the refresh of your data within 15 minutes of your scheduled refresh time.
