I am sure others will have more elegant approaches, but i noticed a few things ...
The first issue is an easy formatting issue - For the matrix visual got to Row Headers and turnoff stepped layout. this will give you the format you desire.
Secondly, your measures look correct, but the issue is being driven by the 2 tables (fact tables) attached to the single dimension table and the measure being calculated across both. Essentially you have no relationship established on the dates in the 2 tables, thus the calculations are wrong. Try consolidating the activity and cost tables into a single fact table.
