The short answer is no. All users needs a least a Pro License even if the only view the report through the Power BI Service (sharing a link will be through the Power BI Service as well)
AFAIK you can only share to a free user by sharing the pbix file or publish to a public URL.
If you have a Power BI Premium license you can share your reports with a free user but that license is pretty expensive.

I have a power bi pro license and I shared report link to free user, but the free user is required to send request access to the author. Even when free user sends request to author request doesn't show up for me. And there is another requirement like Upgrade to pro license. What should I do?
