Refresh Success Notification to End Users

I am looking for a way to notify my report consumers when a dataset has been refreshed successfully.  Currently, I have a Power Automate flow that initiates the refresh, and there is a subsequent step that sends an email notification.  The problem is timing.  It can take the service 10+ minutes to actually trigger the refresh in Power BI.  I added a delay, but I do not like the ambiguity of it all.  Plus, they need this information as soon as possible.

It seems like this has been a common topic, but either the solution is outdated or does not work (for my situation).  Here are some options I have considered:

    • Again, I used Power Automate, but the notifications often come out before Power BI has been refreshed-unless I put a significant delay in the flow.
    • Subscriptions will not work because there is variability in the refresh timing, and they appear to require a schedule (only in 15-minute increments).
    • Dashboard alerts may work, but it seems like a hack.  I do not need the dashboard otherwise, and I would need to fabricate a condition that always exceeds the threshold?

If anyone has any ideas, I am open to suggestion.  This seems like an obvious feature, so maybe I am missing something easy.

I have subscriptions that are permanently turned off but which I keep so I can press "Run now" after I update the relevant dataflows.    For the dataflow with the most activity I added a summary power query that provided row count, flow run timestamp, last update timestamp etc for each table involved.   I haven't yet researched it but am hoping I can eventually build an alert off a report with that and other summary tables in it, to trigger my subscriptions for me.   So I'm quite interested in any better responses you get.
