I haven't seen your .pbix, but i think you don't have a good tabular model.
The best practices require to have a calendar table when you want to play with dates ( and in your case you have two dates ).
This calendar table will be linked to your source table by planned date (activate link) and Actual Date (inactive link). To achieve your goal, you have to use USERELATIONSHIP betweeen Actual Date and Calendar date to activate the link in a calculated measure.
